Harrison County Supervisors Meeting April 25, 2024 Chairman Tony Smith called the meeting to order with members Brian Rife and John Straight in attendance. Motion to approve the tentative agenda was made by Straight, second by Rife. Motion carried. Motion to approve the previous minutes was made by Straight, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Deputy Auditor Megan Reffett, Dan Cohrs, Jack Jones, Paul J. Rhoten, Rebecca Wilkerson, Scott Nelson, Lary Clark. ARPA Funds Auditor Bonham requested the approval of designating the remaining $45,821.29 of ARPA funds for reimbursement of the Courthouse window project. Motion to approve by Straight, second by Rife. Motion carried. FY24 Budget Amendment The Board reviewed the proposed FY24 budget amendment from various county departments. Motion to set a public hearing for the amendment on Thursday, May 16th at 9:30 a.m. in the boardroom was made by Rife, second by Straight. Motion carried. Planning & Zoning Commission The Board appointed Jack Jones to the Planning & Zoning Commission for the unexpired term ending December 31, 2024 on a motion by Straight, second by Rife. Motion carried. Engineer’s Employment Contract County Engineer Steve Struble requested an extension of his recently expired employment contract. Updates include (a) changing the word “exclusive” to “inclusive” in Section 9, (b) changing the current salary listed in Section 8, and (c) changing the contract period to April 25, 2024 thru April 25, 2027. Motion to approve by Straight, second by Smith. Rife voted nay. Motion carried. Engineer County Engineer Steve Struble updated the Board on the following projects: FM Asphalt Resurfacing on L34/Overton Avenue South of Logan - Harris Grove Creek to Pott County – 7.7 miles -- Contractor indicated the start date will be this spring. Morgan #3 Bridge on K45 North of Mondamin – Construction is planned to start the end of April, Local elevators were warned of the impending closure. Detour signs were placed. Asphalt Patching at various Locations – Contractor is finishing the job they started last fall. Started on Fremont Avenue on Monday and will be working on F50, K45 north and south of River Sioux, L20 south of Hwy 127 and at Calhoun, F50 near Midwest Mechanical, Easton Trail near Newark and east of Pisgah. Two utility permit applications from Farmers Mutual Telephone Co to install underground utility lines in the right of way at 288th & Yale and at 194th & Apple Road were approved on a motion by Rife, second by Straight. Motion carried. FY25 Budget Chairman Smith opened the public hearing on the FY25 budget. After hearing oral comments, Straight made the motion to close the public hearing, second by Rife. Motion carried. FY25 Salaries Motion by Straight, second by Smith to approve a 20% reduction in the Compensation Board’s recommendation of the elected officials’ salary for FY25 and a zero increase for the Board of Supervisors’ salary. Rife voted nay. Motion carried. Salary for the non-union, including those employees not tied to an elected official’s base salary, shall receive a flat $2,080 increase for full-time employees and $1.00 per hour for part-time employees starting on July 1, 2024. Sheriff regular deputies will receive a 4% salary increase starting July 1, 2024. Motion to approve by Straight, second by Smith. Rife voted nay. Motion carried. FY25 Budget On a motion by Rife, second by Straight, the FY25 budget was approved. Motion carried. Comments Chairman Smith would like to revisit the library support. Dan Cohrs thought the roads were too flat and needed a better crown. With business of the day completed, the Board adjourned on a motion by Straight, second by Rife. Motion carried.
