Harrison County Supervisors Meeting September 28, 2023 Chairman John Straight called the meeting to order with members Tony Smith and Brian Rife in attendance. The tentative agenda was approved on a motion by Smith, second by Rife. Motion carried. Previous minutes were approved on a motion by Smith, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Paul J. Rhoten, David Sherer, Madelyn Brunow, Rebecca Wilkerson, Scott Nelson Opioid Settlement Funds Public Health Administrator David Sherer and Madelyn Brunow discussed the possibility of forming a committee to distribute funds from the opioid settlements the County is receiving. Current fund balance is approximately $121,000. Possible committee members were discussed. Mr. Sherer will come back to the Board for recommended committee members. Fiscal Sponsor The Board reviewed the requests from the Sheriff’s office and Jackson Township for the County to be the fiscal sponsor on applications submitted to the Harrison County Community Foundation. Sheriff’s office is requesting the purchase of a drone and Jackson Township is requesting funds to repair stones at the Soldier Valley Cemetery. Motion to approve by Rife, second by Smith. Motion carried. Official Newspaper Auditor Bonham reported that a cost comparison had been completed between the Missouri Valley Times News and the Denison Bulletin Review on two month-end reports and seven board minutes publication costs. The Denison Bulletin Review was $200 higher than the Missouri Valley Times News. Auditor Bonham is recommending changing from Denison Bulletin Review to the Dunlap Reporter. Motion to approve by Rife, second by Smith. Motion carried. Engineer County Engineer Steven Struble discussed the following project updates with the Board: Jefferson #1 Bridge over Boyer River on Parker Trail – Highway signing is planned for tomorrow. The mulching, seeding, and stitching work is complete. The new bridge appears to be carrying a significant amount of traffic. 194th Street Bridge at Kendrick over Allen Creek – Contractor has moved in, but is waiting for MidAmerican Energy to move their poles which cross the project diagonally. RRTC Culvert on Madrid Avenue replacing 14’ x 130’ Structural Plate CMP – Contractor has the sheet pile footings installed and is placing the rock bedding material in the excavation. They are cutting the opening in the sheetpile headwalls for the pipe. Rock prices and truck hauling rates were discussed. A larger and clean rock test section is in place on Italy Avenue. Approximately 46 tons of 1.5” clean limestone was placed on Italy this week. Cost of 1.5” clean rock at Schildberg is $21.75/ton and Class D road rock is $15.25/ton. At Martin Marietta, the 1.5” clean rock is $23.45/ton and Class D road rock is $16.95/ton. Approximate trucking rate is $8/ton. Smith asked about using rail to bring to either Logan or Woodbine. Engineer Struble didn’t think that would be an option. Smith will look into that option. Comments Rebecca Wilkerson asked about fiscal sponsorship. Scott Nelson discussed the conservation fall conference and nature center visitor turnout of 479 over Labor Day weekend. Member Smith asked about the County Attorney position. No action until after Assistant County Attorney Ashley West-Joons hears about her judgeship status. With business of the day completed, the Board adjourned on a motion by Smith, second by Rife. Motion carried.
