Harrison County Supervisors Meeting February 28, 2024 The Harrison County Board of Supervisors met as part of the Assessor’s conference board. Official minutes are on file with the Harrison County Assessor. ATTEST: Susan Bonham, Auditor Tony Smith, Chairman February 29, 2024 Chairman Tony Smith called the special meeting to order with members Brian Rife and John Straight in attendance. The tentative agenda was approved on a motion by Straight, second by Rife. Motion carried. Attendance: Auditor Susan Bonham, Deputy Auditor Megan Pauley Reffett, Jack Jones, Paul J. Rhoten, Rebecca Wilkerson, Steve Smith FY25 Proposed Levies Chairman Smith opened the public hearing on the proposed property tax levies for FY25. Comments were heard from Rebecca Wilkerson on the County Land Acquisition Trust and on whether the county conservation should be owning land. Motion by Straight, second by Rife to close the public hearing. Motion carried. Motion to adjourn the meeting at 8:40 a.m. was made by Rife, second by Straight. Motion carried. The tentative agenda was approved on a motion by Rife, second by Straight. Motion carried. Previous minutes were approved on a motion by Rife, second by Straight. Motion carried. Attendance: Auditor Susan Bonham, Deputy Auditor Megan Pauley Reffett, Jack Jones, Paul J. Rhoten, Rebecca Wilkerson, Steve Smith Engineer County Engineer Steve Struble met with the Board and gave the following project updates: Morgan #3 Bridge on K45 North of Mondamin – Federal aid bridge replacement. Seven contractors bid on this project in the Iowa DOT letting. The low bidder was Nelson & Rock Contracting in the amount of $144,699.20. Motion to award the bid to Nelson & Rock Contracting and allow the Chairman to sign the contract was made by Straight, second by Rife. Motion carried. Approve and sign final payment voucher for construction of Taylor #12 bridge on F50 Project No. BRS-SWAP-CO43(89)—FF-43 was made by Rife, second by Straight. Motion carried. Approve and sign the final payment voucher for construction of asphalt surfacing project on Toledo Ave, Project FM-CO43(96)—55-43 was made by Rife, second by Straight. Motion carried. Pup Trailers – Request for quotations to provide two pup trailers were sent to three truck equipment companies. An update will be given to the Board at the next meeting. Proposed Property Tax Levies FY25 Budget Rife made the motion to set a public hearing date of Thursday, March 28th at 8:45 a.m. to hear comments on the proposed property tax levies for FY25, second by Straight. Motion carried. Union Negotiations The representatives of the Secondary Roads union met with the Board and presented the union’s initial proposal: * A five-year contract * A $1.90 and an 8% across the board increase in salary * Add MLK day and Christmas Eve to holidays * Add language that once an employee that is experiencing a medical hardship has exhausted all of their paid leaves, other employees may donate their own paid leave. The Board responded with their initial proposal: 1. Article VII (Wages) a. Year 1 (1.0% ATB) The two parties continued with negotiations in exempt session. With business of the day completed, the Board adjourned on a motion by Rife, second by Straight. Motion carried.
