City of Dunlap Meeting Minutes November 8, 2023 Mayor Knickman called the regular council meeting to order on Wednesday, November 8, 2023 at 7:00pm in the Council Chambers, City Hall pursuant to law with the following council members present: Bonsall, Murphy, Gunia. Schauer; Absent: Kuhlman. Motion by Schauer second by Gunia to approve the agenda. All in favor, motion carried. Motion by Gunia second by Bonsall to approve minutes from October 8th Regular Council Meeting. All in favor, motion carried. Motion by Murphy second by Bonsall to approve payment of bills. All in favor, motion carried. Motion by Gunia second by Murphy to deny Andrew Mitchell’s building permit because it isn’t filled out correctly. All in favor, motion carried. Meredith Van Houten gave the Fire Department report. Jill Schaben gave the DCDC report, she gave the Council a sample of Park guidelines helping with benches/planters/gardens that people would like to purchase/plant for City Parks. She also gave a grant update. Motion by Schauer second by Gunia to approve Park Guidelines. All in favor, motion carried. Paula Evans gave the library report. Tony let the Council know that he and Meredith will be meeting with the IDNR via Zoom on November 12th. Mayor Knickman appointed Rich Cline to the Board of Adjustment. Motion by Schauer second by Gunia to approve Rich Cline to the BOA. All in favor, motion carried. Mayor Knickman also nominated Keith Fraizer to the Planning and Zoning. Motion by Schauer second by Bonsall to approve Keith Fraizer to the P&Z. All in favor, motion carried. Chief Miller gave the Police Report, he let the Council know the next STEP wave will begin November 24th-27th. The new car won’t be here until January or February. He also let them know we do have a spot reserved in January for the academy. Mike Bonsall talked about trees needing trimming on the roadways and alleys. Trees need to by 15 foot off the street and 8 foot of sidewalks. Meredith will run an ad, the City guys will make a list for letters to go out. Motion by Gunia second by Bonsall to adjourn at 7:59pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
