City of Dunlap Meeting Minutes June 21, 2023 Mayor Pro Tem Gunia called the regular council meeting to order on Wednesday, June 21, 2023 at 7:00pm in the Council Chambers, City Hall pursuant to law with the following council members present: Gunia, Bonsall, Schauer; Kuhlman Absent: Murphy. Motion by Bonsall second by Schauer to approve the agenda. All in favor, motion carried. Tammy Klein spoke to the Council about adding a flower garden at Peoples Park, she will come back with ideas this fall. Motion by Schauer second by Kuhlman to approve minutes from May 17 Regular Council Meeting. All in favor, motion carried. Motion by Schauer second by Bonsall to approve payment of bills. All in favor, motion carried. Motion by Bonsall second by Schauer to approve consent agenda: Building Permits: Diane Kuhlman- car port, Mark Mefferd- sidewalk. All in favor, motion carried. Motion by Schauer second by Kuhlman to go into Closed Session Iowa Code Section 21.5(1)(c) To discuss strategy with counsel in matters that are presently in litigation where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. All in favor, motion carried. Motion by Schauer second by Bonsall to end closed session. All in favor, motion carried. Motion by Schauer second by Bonsall to return to open session. All in favor, motion carried. Motion by Bonsall second by Schauer to approve the building permit submitted by Rick Wingrove on May 25, 2022. All in favor, motion carried. Derek Rothe reported for the Fire Department, he asked the Council if it is ok if they trim some trees around the fireworks pad. He also talked about alternative locations to set off fireworks with the dry conditions. Jill Schaben sent a letter requesting financial support of her position from the City. The Council will make a decision next meeting. Paula Evans gave the library report and let the Council know that the Summer Reading Program is going really well. The Council discussed going to the Sherriff’s Office or going to a three-person Police Department. They would like to try and hire 2 additional officers. 2 applications have come in so they would like to do interviews on Thursday, June 29th. Meredith Van Houten, City Clerk asked to get some more mulch at the City Park and rock for the memorial gardens at Pleasant View Park, they decided that just to do the mulch at this time. Motion by Schauer second by Bonsall to approve the Highway 30 preconstruction agreement. All in favor, motion carried. Motion by Schauer second by Kuhlman to approve Lansiks tree bid to remove 21 trees for $11,480.00. All in favor, motion carried. Motion by Kuhlam second by Schauer to adjourn at 8:45pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
