City of Dunlap September 11, 2024 Mayor Knickman called the regular council meeting to order on Wednesday, September 11 2024 at 7:00pm in the Council Chambers, City Hall pursuant to law with the following council members present: Bonsall, Gunia, Wingrove, Murphy, Schauer entered at 7:02pm. Motion by Gunia second by Wingrove to approve the agenda. All in favor, motion carried. Motion by Murphy second by Bonsall to approve minutes from August 11 Regular Council Meeting. All in favor, motion carried. Motion by Bonsall second by Murphy to approve payment of bills. All in favor, motion carried. Motion by Gunia second by Bonsall to approve consent agenda items: Building Permits; Joyce Cogdill- concrete & chair lift, Larry Heller- lean to. All in favor, motion carried. Bonnie Castillo, the Harrison County EMA Coordinator, came to introduce herself and give the Council info on Alert Iowa. Paula Evans gave the library report. Tony Warnock gave the Water/Wastewater Report. McClure Engineering was present to talk to the Council about the Wastewater Project and QLF. Mayor Knickman gave an update that the City would be using a camera on the Storm Sewers by the school to make sure there are no blockages. Kyle Stinn, JoEtt Cogdill and Larry Malone spoke under Public Input. Kyle spoke about pot holes, snow removal and his back alley. Larry Malone spoke about the pot hole on Harrison and a property in Dunlap. JoEtt spoke about the junk in the alley behind the 600 Block of Iowa Ave. Mayor Knickman let the Council know that he is having a conference call with the engineer about Pleasant View Park since there are some grants coming available to help with the dredging. Mayor Knickman also read the Constitution Proclamation. He also let the Council know that the DOT project will start around October 15th, they are starting at 8th & Iowa Ave. Main Street won’t be done until the spring. Chief Miller gave the Police Report. Motion by Gunia second by Schauer to hire Ryan Donscheski for the public works position. All in favor, motion carried. Motion by Murphy second by Wingrove to hire him at $24.60. All in favor, motion carried. Motion by Schauer second by Bonsall to approve TenPoint Construction for streets this year. All in favor, motion carried. Motion by Gunia second by Wingrove to adjourn at 8:49 pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
