City of Dunlap Meeting Minutes September 14, 2022 Mayor Knickman called the regular council meeting to order on Wednesday, September 14, 2022 at 7:00 pm in the Council Chambers, City Hall pursuant to law with the following council members present: Casperson, Gunia, Schauer; absent: Kuhlman. Motion by Schauer second by Casperson to approve the agenda. All in favor, motion carried. Mayor Knickman opened the Public Hearing and 1st Reading of the Ordinance 208 regarding the proposed City of Dunlap Code of Ordinances 2022. Mayor Knickman closed the public hearing at 7:05PM. Motion by Gunia second by Casperson to approve minutes from August 10 regular meeting and August 10 Public Hearing. All in favor, motion carried. Motion by Schauer second by Gunia to approve payment of bills. All in favor, motion carried. Motion by Gunia second by Casperson to approve consent agenda items: Building permits for Kyle Stinn-porch, Dunlap Golf Club-retaining wall, Jerry Malone-sidewalk, Steve Miller-fence. All in favor, motion carried. The Girl Scouts discussed the Community Garden Silver Award project they are working on. Motion by Schauer second by Gunia to approve option # 2 for the Community Garden. All in favor, motion carried. Dave Reidemann came and spoke to the Coucnil about building inspections, rental inspections and derelict houses/buildings. Jill Schaben from DCDC spoke to the Council about the Strategic Planning results. Paula Evans gave a report on the library. Tony Warnock, Water/wastewater superintendent let the Council know that TenPoint Construction can’t get to Dunlap until Spring but will honor the price they quoted. Jay Randall spoke to the Council about the Planning & Zoning meetings. The next meeting will be October 3rd at 4:30pm, if anyone would like to attend. Meredith Van Houten, City Clerk talked about going to the fall clerk conference on October 19th -21st. Chief Miller let the Council know he had two applicants pass the physical fitness test, he would like to do interviews once the one applicant takes the POST test. Wages were discussed. Motion by Schauer second by Gunia to increase police wages to: POLICE - WAGES – CERTIFIED, 7/27/2022 Year 1, Year 2, Year 3, Year 4, Year 5 23.00, 25.00, 26.00, 27.00, 28.00 POLICE - WAGES - NON-CERTIFIED 7/27/2022 20.00 And the Chief to $28.50. Ayes: Schauer, Gunia, Nays: Casperson. Motion carried. Tony Casperson would like to review job descriptions. Motion by Schauer second by Casperson to approve Resolution 2022-13 Construction Agreement between the City and Harrison County Secondary Roads. All in favor, motion carried. Motion by Schauer second by Casperson to appoint Mike Bonsall to fill the vacant seat. All in favor, motion carried. Motion by Schauer second by Gunia to approve pay request # 2 for $19,088.45 to King Construction after the Engineer is talked to about concerns. All in favor, motion carried. Motion by Schauer second by Gunia to adjourn at 8:35pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
