City of Dunlap Meeting Minutes October 13, 2021 Mayor Knickman called the regular council meeting to order on Wednesday, October 13, 2021 at 7:00 pm in the Council Chambers, City Hall pursuant to law with the following council members present: Gunia, Schauer, Hopkins, Casperson; absent: Kuhlman. Motion by Gunia second by Casperson to approve the agenda. All in favor, motion carried. Motion by Schauer second by Hopkins to approve minutes from September 8 regular meeting. All in favor, motion carried. Motion by Schauer second by Hopkins to approve payment of bills. All in favor, motion carried. Motion by Gunia second by Schauer to approve consent agenda items: Building permits for Cogdill Farm Supply, Kay Reetz, Janelle Melby and Dunlap Golf Club. All in favor, motion carried. Sam Cogdill let the Council know DCDC has left Main Street Iowa. He also wanted to see if there was interest in having a joint meeting with DCDC, the school and the city. The Council is willing to have a joint meeting. Paula Evans, librarian, gave a report and let the Council know that ISU will be bringing the bug collection to the library. Tony Warnock let the Council know Ten Point will be starting streets October 25th. Meredith Van Houten, City Clerk, let the Council know the Park Board received a grant for the kayak launch from the Harrison County Endowment. She also let them know she will be attending the IMFOA fall conference October 20-22nd in Des Moines and the November 4th Budget Workshop. Minutes and agendas were discussed the Council has not issues with the agendas or how minutes are written. Mayor Knickman let the Council know that he met with the Care Center about the fence behind the care center. Chief Miller let the Council know he also received a grant from the Harrison County Endowment for body cameras. He also let them know the next STEP wave will begin November 15th. Councilman Casperson asked the clerk to look for grants to cut trees down. Motion by Gunia second by Casperson to approve Resolution 2021-05 Adopting the Harrison and Shelby County joint multi-jurisdiction hazard mitigation plan for the City of Dunlap. All in favor, motion carried. Motion by Schauer second by Hopkins to close Eagle Street on October 16th and South 9th Street October 26th. All in favor, motion carried. The Council reviewed the Code of Ordinances up to page 54. A workshop is scheduled for Tuesday, October 26th at 6:30pm to look over the Code of Ordinances and water rates. Motion by Schauer second by Hopkins to adjourn at 8:15pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
