City of Dunlap Meeting Minutes November 10, 2021 Mayor Knickman called the regular council meeting to order on Wednesday, November 10, 2021 at 7:04 pm in the Council Chambers, City Hall pursuant to law with the following council members present: Kuhlman, Schauer, Casperson; absent: Gunia, Hopkins. Motion by Schauer second by Casperson to approve the agenda. All in favor, motion carried. Motion by Kuhlman second by Casperson to approve minutes from October 13 regular meeting. All in favor, motion carried. Motion by Schauer second by Kuhlman to approve payment of bills. All in favor, motion carried. Motion by Kuhlman second by Schauer to approve consent agenda items: Building permits for Bonsall TV, QLF, Todd Denton, Larissa Kuker and Greg Stinn; Liquor License for Crossroads Wine & Spirits. All in favor, motion carried. Paula Evans, librarian, let the council know the ISU bugs had a great turnout. Meredith and Paula let the council know that the school had someone come in to fix the ceiling. She will give an update on the progress at the next meeting. Chief Miller let the Council reminded them the next STEP wave will begin November 15th. He also wants to remind citizens to not leave keys in vehicles. Motion by Schauer second by Casperson to purchase a new taser. All in favor, motion carried. Motion by Kuhlman second by Casperson to accept Lansik tree bid of $1390. All in favor, motion carried. Scott Nelson, from the Harrison County Conservation board came and spoke to the council about the CAT grant they are applying for at Willow Lake. Motion by Kuhlman second by Casperson to support The Harrison County Conservation Board with a $519 donation towards the CAT grant for the Willow Lake Education Center. All in favor, motion carried. Water rates were discussed, due to upcoming projects and cost increases a rate increase is needed. Motion by Schauer second by Kuhlman to increase water rates, the minimum water will be $15.00 and sewer will be $11.25. All in favor, motion carried. Motion by Schauer second by Kuhlman to adjourn at 8:02pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
