City of Dunlap Meeting Minutes March 9, 2022 Mayor Knickman called the regular council meeting to order on Wednesday, March 9, 2022 at 7:08 pm in the Council Chambers, City Hall pursuant to law with the following council members present: Gunia, Schauer, Casperson; Absent: Skarin, Kuhlman. Motion by Gunia second by Casperson to approve the agenda. All in favor, motion carried. Motion by Casperson second by Gunia to approve minutes from February 9 regular meeting, February 9 public hearing and March 9 budget workshop. All in favor, motion carried. Motion by Schauer second by Gunia to approve payment of bills. All in favor, motion carried. Motion by Gunia second by Schauer to approve liquor license for Dunlap Golf Course, Nuther Round 21 and The Dog House; Building permit for Christenson Ag. All in favor, motion carried. At 7:13 the Council left regular session to enter into the Public Hearing. At 7:16 Council entered back into regular session. Mark Reinders, from MidAmerican Energy came to discuss the franchise agreement between the City and MidAmerican Energy. Paula Evans, librarian, gave a library report. Motion by Kuhlman second by Gunia second by Casperson to approve Resolution 2022-03 final approval of plans. All in favor, motion carried. Motion by Schauer second by Gunia to approve Resolution 2022-04 approving the contract. All in favor, motion carried. Chief Miller let the council know he is looking into a portable speed sign for next years STEP grant along with overtime. Motion by Gunia second by Schauer to accept mower bid for a 2021 John Deere z997R Diesel from VanWall for $20,000 to be paid out of the equipment fund. All in favor, motion carried. Motion by Schauer second by Casperson to approve a tax abatement for Steven and Jessica Wingrove improvements. All in favor, motion carried. Motion by Schauer second by Casperson to get rid of 3 bonds since it is double coverage and would save some money. All in favor, motion carried. Motion by Schauer second by Gunia to approve a public hearing on April 13th at 6:45pm for the MidAmerican Energy Franchise Agreement with a 4% franchise fee. All in favor, motion carried. Motion by Gunia second by Casperson to enter into a loan agreement with Community Bank for the Street Sweeper. All in favor, motion carried. Motion by Schauer second by Casperson to advertise to take bids on the Tedford Property located at 106 S. 1st Street. All in favor, motion carried. Motion by Schauer second by Casperson to adjourn at 8:26pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
