City of Dunlap Meeting Minutes July 13, 2022 Mayor Knickman called the regular council meeting to order on Wednesday, July 13, 2022 at 7:00 pm in the Council Chambers, City Hall pursuant to law with the following council members present: Casperson, Gunia, Schauer, Kuhlman; absent: Skarin. Motion by Gunia second by Casperson to approve the agenda. All in favor, motion carried. Motion by Schauer second by Gunia to approve minutes from June 8 regular meeting and June 8 public hearing. All in favor, motion carried. Motion by Kuhlman second by Gunia to approve payment of bills. All in favor, motion carried. Motion by Kuhlman second by Gunia to approve consent agenda items: Building permits for Rory Conrad, Jayne Klein, Allison Hicks, QLF, Darin Kline; Tobacco permits for Town & Country, Smitty’s and JJ & Sons. All in favor, motion carried. Craig Malone from the Hoffman Agency talked to the Council about employee health insurance. Motion by Schauer second by Gunia to stay with the current United Health Care plan with a 3% increase. All in favor, motion carried. Paula Evans gave a report on the library. BES System gave a presentation on their lagoon container system as an option for the lagoons. Mayor Knickman appointed Jay Randall back onto the P&Z board and Mitch Flaherty to the BOA. Motion by Kuhlman second by Gunia to approve Mitch Flaherty to the BOA. All in favor, motion carried. Motion by Schauer second by Kuhlman to reappoint Jay Randall to the P&Z. All in favor, motion carried. Chief Miller discussed hiring a new officer, it was decided we would advertise for the position. Tony Warnock gave a list of trees, we are going to narrow down the list and send out bids this month. Motion by Gunia second by Casperson to set minimum water rate at $11.50. All in favor, motion carried. Motion by Gunia second by Casperson to approve Resolution 2022-11 approving and entering into a purchase agreement with Diane Kuhlman for the sale and conveyance of City Property. Ayes: Casperson, Schauer, Gunia; Abstain: Kuhlman. Motion carried. Motion by Kuhlman second by Gunia to adjourn at 8:32pm. All in favor, motion carried. These minutes will be approved at the next regular council meeting.
