August 10, 2022 Mayor Knickman called the regular council meeting to order on Wednesday, August 10, 2022 at 7:00 pm in the Council Chambers, City Hall pursuant to law with the following council members present: Casperson, Gunia, Schauer, Skarin; absent: Kuhlman. Motion by Schauer second by Gunia to approve the agenda. All in favor, motion carried. Mayor Knickman opened the Public Hearing and 1st Reading of the Ordinance 208 regarding the proposed City of Dunlap Code of Ordinances 2022, Casperson spoke about how he wants to remove certain breeds of dogs from the Code of Ordnances. Motion by Casperson second by Gunia to remove 4-1-9 no pit bulls, Staffordshire Terriers, American Staffordshire Terriers, American Pit Bulls or mixes thereof. All in favor, motion carried. Chief Miller asked about the trailer parking, it is in the Code of Ordinances but not on the summary list, that will be added to the list next meeting. Mayor Knickman closed the public hearing at 7:10PM. Motion by Schauer second by Gunia to approve minutes from July 13 regular meeting and July 19 special. All in favor, motion carried. Motion by Schauer second by Gunia to approve payment of bills. All in favor, motion carried. Motion by Gunia second by Schauer to approve consent agenda items: Building permits for Earl Malone-garage, Jeff Lehan-fence, Greg Brown- cement and Eric Wiggins-fence. All in favor, motion carried. The Girl Scouts Sophia Malone, Hope Beeck and Ava Van Houten discussed the Community Garden Silver Award project they are working on. Jill Schaben from DCDC spoke to the Council about her art shed idea that she would like to place at Peoples Park. Motion by Schauer second by Gunia to approve the art shed. All in favor, motion carried. She also spoke about the Dunlap Literacy Program that Ashley Schaben is applying a grant for. All in favor, motion carried. Paula Evans gave a report on the library. Tony Warnock, Water/wastewater superintendent let the Council know that King Construction will be done for a while with the water pressure system once the bacteria sample came back. He also let them know they have painted the water tower so it just has to cure which will hopefully do by next Thursday. Arnie Smith spoke to the council about paying for the City’s portion on Toledo Avenue since the County plans to resurface on Toledo. The Council is interested, a 28 E agreement will have to be drawn up. The total cost is $54,523.05 which the City can break into three installments for the next 3 years. This would come out of the Street budget for the next 3 years. Meredith Van Houten, City Clerk talked about upcoming grants and that we just go notification the IDOT is going to resurface Iowa Avenue/Hwy 37 in 2024. Mayor Knickman appointed Margo Hansen and Justin Schaben to the Park Board. Motion by Gunia second by Schauer to approve Margo and Justin to the Park Board. All in favor, motion carried. The Mayor also talked about the fish kill at the dam and things we could do to help with the algae and that the IDNR will help us restock the pond once the conditions are favorable. Chief Miller let the Council know he has received a few applications. He also talked about wages. Motion by Schauer second by Gunia to increase police wages to: POLICE - WAGES - CERTIFIED Year 1, Year 2, Year 3, Year 4, Year 5 7/27/2022, 23.00, 25.00, 26.00, 27.00, 28.00 POLICE - WAGES - NON-CERTIFIED 7/27/2022, 20.00 And the Chief to $28.50. Ayes: Schauer, Gunia, Nays: Skarin, Casperson. Motion fails. Motion by Schauer second by Gunia to approve the generator repairs. All in favor, motion carried. Motion by Gunia second by Schauer to approve change order #1 on the Water Pressure System. All in favor, motion carried. Motion by Gunia second by Schauer to approve pay request #1 once we know Mike Carey has been contacted regarding his property. All in favor, motion carried. Motion by Gunia second by Schauer to accept Lansik’s tree bid. All in favor, motion carried. Motion by Gunia second by Schauer to accept TenPoint’s streets bid. All in favor, motion carried. Motion by Schauer second by Gunia that the Council seat held by Jeff Skarin is considered vacant under Iowa Code Section 69.2. Ayes: Schauer, Casperson, Gunia, Abstain: Skarin. Motion carries. Motion by Schauer second by Gunia to approve Luke Fouts’s street closure on 11th Street to Jerolman Street on August 27th at 9am. All in favor, motion carried.
